Conferinţa se va desfăşura în cadrul proiectului internaţional al ţărilor din regiunea Europei de Est în incinta Universităţii Pedagogice de Stat „Ion Creangă” în stînsă colaborare cu Societatea Orbilor din Moldova (dcsom@mtc.md),  cu susţinerea Consiliului Internaţional pentru Educaţia persoanelor cu disabilitaţi vizuale (ICEVI-Europe, www.icevi-europe.org) şi Organizatii Filantropice. Proiectul include: ciclu de conferinţe, sesiuni practice, cursuri de perfecţionare în psihologia specială, psihologia clinică, pedagogia corecţională şi cea a vîrstelor.
În centrul atenţiei Proiectului Internaţional se află: îmbunătăţirea calităţii vieţii, ridicarea nivelului de educaţie şi reabilitare a serviciilor acordate copiilor, studenţilor şi maturilor cu deficienţe vizuale.
Scopul Proiectului: crearea în regiunea Europei de Est şi Asiatice a unei reţele ramificate de suport în domeniul învăţămîntului şi reabilitării persoanelor cu deficienţe vizuale, avînd ca bază tangenţele domeniilor ştiinţifice cu practica.
Obiectivele Conferinţei: pregătirea cadrelor de toate nivelurile, crearea condiţiilor pentru petrecerea lucrului practic în domeniul lucrului cu copiii cu disabilităţi de vedere; crearea  centrelor metodice şi de învăţămînt regionale în scopul coordonării lucrului în domeniile sus menţionate în şi înte regiuni.

   The conference will be held in the framework of the countries of the Eastern European region within the State Pedagogical University "Ion Creanga" in collaboration with the Blind Union of Moldova (dcsom@mtc.md), with the support of the International Council for Education and Rehabilitation of people with visual impairment ICEVI (www.icevi-europe.org). The project includes: a cycle of conferences, practical sessions, courses on special areas of psychology, clinical psychology, remedial psychology, and the pedagogy of ages.
The focus of the International Project is improving the quality of life, higher education and rehabilitative services for children, students and adults with visual impairment.
The aim of the project: the creation in the East- European and Asian regions of a network of support in education and rehabilitation of people with visual impairment, based on the integration with the contiguous  areas of science and practice.
The objectives of the conference: training working specialists at all levels, creating conditions for the conduct of practical work in the field of rehabilitation of children with visual impairment, the creation of regional teaching centers in order to coordinate the work in these areas within and between regions.

   Конференция проводится в рамках международного проекта стран Восточно-Европейского региона на базе Педагогического Государственного  Университета имени „Ион Креангэ”  в  сотрудничестве c Обществом  Слепых Молдовы  (dcsom@mtc.md),  при поддержке Международного Совета по Образованию и Реабилитации людей с нарушением зрения ICEVI (www.icevi-europe.org). Проект включает: цикл конференций, практических сессий, курсов усовершенствования по направлениям специальной психологии, клинической психологии, коррекционной и возрастной педагогики.
В центре внимания Международного проекта – улучшение качества жизни, повышение уровня образовательных и реабилитационных услуг для детей, студентов и взрослых с нарушением зрения.
Цель проекта: создание в Воcточно-Европейском и Азиатском регионах разветвленной сети помощи в области образования и реабилитации для людей с нарушением зрения на основе интеграции с соприкасающимися областями науки и практики.
Задачи конференции: подготовка кадров всех уровней; создание условий для ведения практической работы в области реабилитации детей с нарушением зрения; создание региональных учебно-методических центров для координации работы по указанным направлениям внутри и между регионами.
